Project Background
The Indigenous Communal Land Title (ICLT) project supports Indigenous communities to strengthen land tenure security through Cambodia’s legally established communal land registration process.
The process involves relevant government institutions, including the Ministry of Interior, Ministry of Rural Development, and Ministry of Land Management, Urban Planning and Construction, as well as local authorities and participating communities.
HA has supported communities including Phi and Padal villages in Sesan Commune, Oyadao District, Ratanakiri Province.
Phi village is currently working toward recognition as a legal entity, while Padal village has progressed toward the land registration stage. Phi village is located within the Oyadao Protected Area, which presents additional legal and administrative considerations in the communal land registration process. HA supports the community to understand the relevant requirements and to engage with appropriate institutions in accordance with applicable laws and regulations.
HA also plans to support Ta Ngach and Phav villages, where Brao Indigenous communities are progressing toward the final stages of communal land titling.
Through this work, HA supports communities to understand relevant procedures, strengthen organizational capacity, document community information, and participate constructively in the official land registration process.
